Subject: Adopted, Scope of Work for the Transshipment Analysis Attachments: TSIWG_Scope of Work Adopted 17 MAR 21.pdf TS-IWG Colleagues, We thank all of you for your continued feedback and robust discussion on the Scope of Work (SOW) and we hope to leverage the high interest and strong opinions towards identifying updates to the CMM that may not depend on the outcomes of the analysis. In resolving the timing of the analysis and the work that will be undertaken by the Secretariat and SPC ahead of the consultant's work in Phase 3, much of the resources we had hoped to leverage are increasingly allocated to supporting this year's tropical tuna measure discussions. Accordingly, although the SOW for the transshipment analysis has been adopted, SPC will embark on Phase 1 after the Scientific Committee. Even then, staff resources devoted to transshipment will be limited. With the tropical tuna measure a priority for the Secretariat and SPC, Phase 2 would not realistically be completed until early 2022. Funding still needs to be secured for Phase 3, and the silver lining of this delay in Phases 1 and 2, is that we will be able to work with members to secure such funding towards completion of the analysis in 2022. In the meantime, your co-chairs are interested in identifying key provisions of the CMM that members may be interested in discussion for potential recommendation to the Commission for updating at WCPFC18. We will circulate a survey in the coming weeks, soliciting TS-IWG member input on this effort. Additional details on this separate timeline and process will be provided with the survey.
